In the past two decades hip-hop has been the most popular genre worldwide. So, here are some exponents of the genre who aren't just popular, but also critically acclaimed and whose albums have continuously found their way to top of the end-of-the-year charts.

John Maus
John Maus has started his recording career in late 90's, but his first official studio album came out in 2006. Since then he has continued to impress with his dark synth-pop music. He was a classmate of Ariel Pink, another noteworthy musician. So far he hasn't made any real standout album that would make him popular and most of his albums haven't received widespread critical acclaim. So, he is mostly considered an outsider musician. However, he has gained small but dedicated cult following. I think his music is very original and it could age much better than some think. Album that i recommend for starters is We Must Become The Pitiless Censors of Ourselves.

So far i found and listened to two albums by Gillian Welch and i find both of them enjoyable. Really nice music!
To continue in a similar fashion, i'll add another guy who will most certainly be considered great in years to come. All his solo albums were met with critical acclaim and he is already considered one of the best artists on acoustic guitar from the past decade. Unfortunately, he passed away too young.

i'll admit that i'm not familiar with Johnny Dowd, but from what you've written i'll have to check him out, soon.
i do agree with you about HWIII. i also am not a fan of Hank jr. or his music. i definitely think the musical talent mostly skipped a generation in that family.
i'd also like to add another name to the mix, whom i am very fond of: Gillian Welch. she may well fit into the Alternative Country or Americana styles more than traditional Country, but i feel she (and her musical partner David Rawlings) best represents the future of the genre, now that Country Pop has officially taken over as the music of country folk in the United States. i highly recommend her albums Soul Journey and The Harrow & the Harvest. her older albums, such as Revival, are also good, other than the heavy Gospel influence that pervades them, especially in the lyrics. there are also two excellent duo albums that have been released, to this point.
There are two country musicians from this century who i think will be considered the leading exponents of their genre, at least in the past two decades.
Johnny Dowd is the first one. I think he still doesn't get the credit he deserves. Maybe because he's more of an "alternative" country musician and not stereotypical sentimental guitar picker whining about love and life in the country. His dark lyrics and moody, gothic music probably don't satisfy an average country music consumer. But nevertheless, he's been making pretty darn good music and his eclectic style reminds a little of Tom Waits. His albums were consistently getting better, "No Regrets" being probably my favourite.
The second person is obviously Hank Williams III. Just for the record: i don't like music done by his father, i think Hank Jr. built his career on his father's name. Hank III got a modest but promising start with "Risin' Outlaw" (an appropriately chosen name) and after that he just slaughtered the genre with his uncompromising blend of country, psychobilly, metal, punk and whatnot. "Straight To Hell" by far my favourite album. Such a blow right in the face of all those pop country performers! It's good to know outlaw country is still going strong. His granddad would surely be proud of him.

Probably one of the biggest disappointments in the current century is jazz music. Long gone are the days when jazz was breaking the boundaries and exploring new territories of music. There's no money in jazz but the genre is far from dead.
Robert Glasper has been one of the few who, i think, stand out. His catchy but daring mix of jazz and soul / R&B music is both pleasant and interesting. Let's see if it stands the test of time.
One thing i like about jazz is how broad and diverse it is. Jazz has the power of absorbing elements of all other musical forms and traditions. It's a vampire genre that feeds on all other genres. After it has absorbed everything in its proximity it had to move abroad and that's how jazz-world fusion was born. There are two musicians in the genre that i like very much and who have released enough albums to be considered leaders of the movement.
Avishai Cohen is an Israeli double-bass player who made one of my all-time favourite albums and a song that i still have on my profile.
Nguyên Lê is French guitar player of Vietnamese heritage who mixes modern jazz with Vietnamese traditional music and it sounds awesome. He started his career in the late 80's, he's been pioneering his own genre since the late 90's but i think his best and most refined albums were recorded in the 2000's.
